　　Article 14 of the farmland use for a long time, there are national or industry standard products exempted from registration of the following:
　　Ammonium sulfate, urea, ammonium nitrate, calcium cyanamide, ammonium phosphate （monoammonium phosphate, diammonium）， nitrate and phosphate, calcium superphosphate, potassium chloride, potassium sulphate, potassium nitrate, ammonium chloride, ammonium bicarbonate, calcium-magnesia phosphate fertilizer, potassium dihydrogen phosphate, single trace element fertilizer, high concentration compound fertilizer.

　　Article 21 the fertilizer temporary registration certificate is valid for one year. Renewal is valid for one year. Temporary registration renewal of up to no more than two times.
　　Fertilizer formal registration certificate is valid for five years. Fertilizer formal expiry of the registration certificate, need to continue the production, the sale of the products, shall, before the expiration of six months to apply for renewal of registration, conform to the conditions of the renewal registration approved by the ministry of agriculture. Renewal is valid for five years.
　　Not apply for renewal of registration, expiry of the registration certificate as automatic cancellation registration. After expiry of the registration certificate to apply for renewal of registration, should be dealt with afresh register.
　　Article 22 after the registration of fertilizer products, the change range for the period of validity of the registration, name of commodity, business name, shall apply for registration of change; Change the composition, dosage form, should apply for registration again.
　　The fourth chapter registration management
　　Article 23 the fertilizer product packaging label, instruction and quality inspection certificate. Label and instruction for use shall be kept in the Chinese language, and meet the following requirements:

　　（2） indicate the fertilizer registration number, product standard no., name of active ingredient and content, net weight, production date and the quality guarantee period;
　　（3） indicate the product apply to crops, suitable area, use the method and the matters needing attention;
　　（4） the product name and recommend suitable crops, area should be consistent with the approved registration;
　　Modify registration approval label content is prohibited.
　　Article 24 the registration certificate of fertilizer products, confirmed for the period of validity of the registration, crops and harmful to human and livestock, the fertilizer registration review committee, announced by the ministry of agriculture or restrict the use of prohibited from use.

　　（a） production, sales, has not obtained a registration certificate of fertilizer products;
　　（2） of the counterfeit, fake fertilizer registration certificate, registration card number;
　　（3） production and sales of fertilizer products effective ingredient content or not in conformity with the content of the registration approval.
　　Article 28 any of the following circumstances, the agricultural administrative departments at or above the county level shall give warning, concurrently be fined three times the illegal income, but top shall not exceed 20000 yuan. No illegal gains, a fine of less than RMB 10000:
　　（a） transfer fertilizer registration certificate or registration number;
　　（2） the expiry of the registration without the approval of renewal of registration and continue to produce the fertilizer products;
　　（3） production, sales, not attached to the label on the packaging, labels, disability or modify the label content.
　　Article 29 of the fertilizer registration and management personnel who abuse their power, neglect their duties, practice favoritism, extorting bribes, if the case constitutes a crime, law shall be investigated for criminal responsibility according to law; Does not yet constitute a crime, be given administrative sanctions according to law.

Peoples governments of provinces, autonomous regions and municipalities directly under the central government for examination and approval of agricultural administrative departments shall not be unauthorized registration.

　　Peoples governments of provinces, autonomous regions and municipalities directly under the central government agricultural administrative departments can entrust belong techniques namely agency specific fertilizer registration work within their respective administrative areas.
　　Article 32 provinces, autonomous regions and municipalities directly under the central agricultural administrative departments approved registration of compound fertilizer, fertilizer formula （excluding foliar fertilizer）， refined organic fertilizer, bed soil acid, can only be used in the province sales. 　　Article 33 these measures shall apply to the following products:
　　（a） in the process of production, collecting and composting of organic fertilizer, added for biology and chemistry of the organic matter decomposition, curing agent;
　　（2） is derived from the natural material, through physical or biological fermentation processing refined, with a certain effect of organic or inorganic hybrid products, the effect is not only including soil, environment and plant nutrients supply, include to promote the growth of plant.
　　Article 34 these procedures are not applicable the following products:
　　（a） a mixture of fertilizer and pesticide;
　　（2） the farmer homemade for organic fertilizer.
　　Article 35. This way, the following terms is defined as:
　　（a） formula fertilizer is the use of soil testing and formula technology according to the nutritional needs of different crops, soil nutrient content and the characteristics for fertilizer, with all sorts of elemental chemical fertilizer as raw materials, targeted to add right amount, trace elements or specific organic fertilizer, using mixed or granulation process, have very strong pertinence and regional special fertilizer.
　　（2） the foliar fertilizer is applied and can be absorbed by the use of fertilizer plant leaf.
　　（3） the bed soil acid agent is to point to in crop seedling period, is used to regulate seedling bed soil acidity （pH）。
　　（4） refers to the application of microbiological fertilizer in agricultural production, access to certain products containing specific microorganisms living fertilizer effect, the effect is not only includes the supply of soil, the environment and plant nutrient elements, includes its metabolites produced by beneficial effects on plants.
　　（5） organic fertilizer is derived from plants and/or animals, after fermentation, rotten to the soil to provide plant nutrients for its main efficacy of carbon materials.
　　（6） refined organic fertilizer is refers to the factory production, does not contain specific microbial fertilizer effect, the commercialization of organic fertilizer.
　　（7） compound fertilizer is refers to the three kinds of nitrogen, phosphorus and potassium in the nutrient, there are at least two nutrients, indicate the amount of fertilizer made by chemical method and/or physical processing.
　　（eight） compound fertilizer is made only by the chemical method of compound fertilizer.
　　Article 36 "illegal gains" as mentioned in the present measures refers to the illegal production, management of fertilizer sales.
　　Article 37 the ministry of agriculture shall be responsible for the interpretation of these procedures.
　　Article 38 the measures come into force from the date of release.
